An explanation of the legality of Marriage in the Dominican Republic

"Marriage, as well as divorce, is considered universal. If you get married
meeting the laws and regulations of any country in the world, a Marriage
Certificate is produced. Your marriage is then legally registered at the office for civil records. Your Marriage Certificate is legalized by The Foreign Affairs Department and your civil status is MARRIED everywhere you go.

Your Marriage Certificate is an official document and it can only be
issued in Spanish by the Dominican Republic, since it is the country's
official language. You will then use or present your original, with the
translated copy signed stamped and sealed by the Dominican Consulate, to
change your last name or for any other legal need.
